Thanks for your question. In the U.S., ending the PCC process can occur if the landfill is shown to be "functionally stable" - that is, if the environmental protection systems are proven during the PCC process to be working to protect human health and the environment. 

Some communities thermally treat their waste before disposal so that it is stabilized. However, most landfills contain biodegradable waste at the time of their closure and there is no requirement that the waste be biologically or thermally processed either before it is disposed or during the post-closure care period.

Hi Tony,
A question:
Are thermal methods such as Incineration etc. supposed to be the integral part of the landfill PCC process?
