On Tuesday, May 17, 2011, Maryland Governor Martin O’Malley signed Senate Bill 690. This bill would promote waste-to-energy to a Tier 1 renewable source. For many years only solar, wind and biomass were qualified in the top level of the state renewable energy standard. O’Malley indicated that in order to reach the states goal of 20% renewable by 2022, it was essentially to move waste-to-energy to the top tier.
