    Hello All,

    Does anyone have examples of training courses or materials used to train sanitation enforcement officers? We are currently working to develop a training. These officers would be charged with enforcing proper sanitation habits, such as storing trash in an enclosed trash can, keeping the their property free of litter, and so on. Officers would have the authority to issue citations and would also work to educate property owners. They would need knowledge of the law and of the department's policies.

    Any examples or advice would be appreciated.

    I have included examples of educational material the City of Garland, TX uses to help educate our residents on sanitation code and process information. We strive to take a proactive and friendly approach with educational literature and warnings before partnering with code enforcement to issue citations.

    The most effective angle we have found is focusing on the public health nuisance improper sanitation habits cause. Health is a more tangible impact than things like storm water protection or the impact litter has on wildlife for many of our residents. Public health messaging partnered with "this is the law / you are committing a crime" has been useful.

    Sometimes a resident may have a mobility issue or financial barrier preventing them from complying with city ordinances. Our code department created a "Code Cares" program which partners volunteers to help folks in need: Garland Texas - Code Cares.

    Please keep us posted on your efforts! Our department is meeting soon with code to help strengthen our relationship and troubleshoot so all advice is welcomed. I would be particularly interested in how you escalate issues and partner with law enforcement when necessary.
